很多之前谈的deal没有写在正式合同里，而是写在了一个表格叫做
change order addendum to purchase agreement
也是需要双方签字的，请问这个文件最后有法律效力吗？
里边注明的一些条款，比如免费升级成一楼全木地板之类的最终会得到实施吗？

If you purchase a new house from builder, it has 法律效力 after 双方签字. Contract is normally a standard form, which is unlikely to customize your special needs. Any additional unique one will be on addendum to purchase agreement.

在正式合同(standard form)里写了一句如果最后不用开发商的贷款，将拿不到４ｗ多
的incentive。后来我要求在addendum里加了一句
If buyer meets with **(builder's martgage) and give them a chance to match
competiter's rates and **(builder's martgage) refuse to match outside
lender, buyer will be able to go with an outside lender and receive the
incentive.
这样是不是能万无一失？

Good to add into addendum per your request.
Normally, builder's preferred lender is expensive than outside one (besides
$$$ incentive). In your case, it seems you are still eligible to get
incentive even you don't get mortgage from lender's preferred lender.
