NSC Eb1A was denied in 2009. Background at that time:
Peer review paper: 20, citation 250, review times: 20, a postdoc award
claim: contribution, authorship, judgement of others, award.
Denied all the claims.

My field is "biomedical engineering". Sorry not to say the details.
In my opinion, the main reason denied in 2009 with Eb1A is that my
petition letter, my reference letters and my papers could not show that my work is "internationally acclaimed".
My award is named "postdoctoral" something even it is a very impressive
national postdoctoral award. NSC simply denied the award because of the
award name.
At that time, NSC was very tough on Eb1A petitioners. It is not surprised my case was denied.
My recent two papers in two different areas have been reported by media.
These reports may indicate the "international acclaimed". One idea in a paper was introduced into a mainstream product which is a key point to emphasize the work significance in the Eb1B application.
For petition letter and reference letters, specific and detailed descriptions on how significant and how "international acclaimed" your work or papers are highly expected. Reviewing more papers for more journals is very helpful for Eb1 applications.
