It's highly recommended. 在加州，很多时候都是seller来付owner's title
insurance的。

I asked this question to my agent. She said in her more than
20 years experience as a buyer/seller agent, she hasn't seen
anybody who didn't buy the owner title insurance.
Btw, we are in NJ where buyer pays the owner title insurance.

这个refin的时候还得重交一遍钱，还是可以一直有效？

通常都会买的，因为是保障owner自身利益的。

REFI 只要lender's title insurance. no-cost refi 连这个也不用付
