In general, your appraisal report is not transferable (unless the new lender happens to use the same appraisal company). Your appraisal report in most cases is valid only for 3 months (some lender allows 120 days).
In this industry, lenders will conform to general Fannie or Freddie GUIDELINES but also stipulate their own OVERLAYS (requirements). So, most lenders will not use others' appraisal report. This does not violate any GUIDELINES ( which say reports can be transferred but not must be transferred) so they can still sell loan later to secondary market. But some lenders will give exceptions to specific loan type (say FHA). When peop;e do research on line, they will see GUIDELINES but not OVERLAYS, which loan brokers will know as they are in the business.

Where does the rebate money come from exactly, from the profit of the bank based on your loan, or from broker's commision fee? Should rebate be considered as a factor in choosing broker?
Do you mean rebate to borrower? Since Apr 1 last year, except direct lender, commission to broker is fixed, if borrower lock higher, it will have more rebate. If lower, it might be negative rate (pay points).

理论上来讲,transfer是可以实现的,首先,新的lender要同意用这个report。越大的 AMC (apraisal management company)做出来的report,越容易被认可。其次, original lender要同意release这个report,授权给AMC来实现transfer。能做到这两点 的lender并不多,而往往如果loan被kill了,其他lender也未必能做的成。所以 transfer的机率并不高。

没有哪个是可以negotiate的. title 选定以后, 这些费用都固定了.

good technical analysis, but I like last sentence most. As agents, we all work for clients' best interest (fighting for 0.125) while making a living. But as consumers, when they feel undisturbed by that 1/8, their life qualify is much better. We have gains and losses every day. Look bigger, walk further, being nicer, then more peace and joy will land in our life.
对于no-cost-refi,不是说cost可以negotiate或者waive,cost一直都在,只不过 agent从自己的profit里拿钱出来cover客人的cost而已。 Refi就是做一个新的贷款替代现有的贷款,1-4,origination charge, appraisal fee , title related fees, government recording fee,都是cost,agent应该都cover的。 至于transfer tax要看不同的州了,如果法定产生,也没啥可能被cover。

If you do refinance, title and escrow are selected by us(mortgage broker) as well as lender. It is fixed. BTW, there is no transfer tax in CA for refinance.

IMHO, appraisal do little good to both party: appraisal has completely no value to homeowner although it has a little value to the lender. However, the lender force homeowners to pay a full appraisal ($300-$400) every time, either new phachase or refinance. No matter who (homeowner or agents) pays the appraisor, it is the homeowner's cost, either directly or indirectly (in the format of higher rate). The major winner is the appraisor, they earn easy money. Homeowner, united together as a group, shall try to push the full appraisal out of the process. A simple computer based appraisal (plus a drive-by if needed) should be good enough for the lender in preventing problem loans (i. e., to a house not exist, etc). If homeowners can get the full appraisal out of the process, there will be ~$200 saving and less headache. Any homeowners agree and want to organize to achieve it?

to avoid paying closing cost, you should know what are the closing cost. 是 不是这些closing cost是由lender rebate来cover的. 买房子贷款和refinance不一样, 因为还涉及到地产agent给的rebate. 我一个同事刚买了房子, 申请了loan, loan agent是她的agent推荐的, 说好no closing cost, rate好的难以置信, 我一直问她是不是真的no closing cost, 她很肯定的跟我 说是. 后来发现是用她的地产agent的rebate去cover loan的 closing cost.这种就是 被人卖了还帮人数钱.
