一般是buyer买, 但是有的地方seller也可以帮着付owner title insurance. lender
title insurance一般是buyer买.

Largely depends on where you are. In southern CA, it is seller to provide
home owner's insurance for you. If you don't have loan, lender's title
insurance is unnecessary.

Owner's Title insurance在南加通常是Seller来买，具体情况要看你的contract是怎
么写的。
