我家的外墙上有几个装饰性的shutter，年久老化，油漆脱落不好看。于是HOA的一个经
理让我维修。我估计后发现拆除更划算，然后就Email问那个经理是否可以拆除，结果
他回 Email说可以。一年后麻烦来了，那个manager离职了，然后board要我们装回去那
些shutter，还说原来的manager没有权利同意我们拆除。我决定跟他们斗到底。有人有
类似经验吗？
Also as we have recently discussed I informed you that the emails you shared
with me from the previous manager in regards to the shutters has no
authority to act on behalf of the Board and allow you to remove the shutters
permanently. The Board of Directors is requesting you replace the shutters
back to its original location and in its original condition. I apologize for
the confusion and any miscommunication. I hope we can resolve this matter
in a timely fashion; I look forward to your response.

如果HOA一定要求恢复，你可以要求他们出钱完成，如果是越权，那是他们的职责失误
。他们同意你拆除之后，又责令你再装回去，是给你造成了实际的damage，可以sue他
们。

From your point of view, it was formal saying from HOA and represents their
decision in their power then. If they are saying they changed their mind and
have different decision which you don't agree on, ask for a voting process
- Let the residents decide.

让它去死!manager在位就是表示有权做决定的,外人怎么可能知道manager是否有权做任
何决定.它们以前说可以,现在说不可以,哪里有那么容易？
话说回来，现在的shutter都是塑料的,一个十几二十块的,再装一个也不是什么大不了
的.

以前的manager代表HOA做的决定，如果改让HOA出钱。
你不管是哪个manager，对你来说当时是HOA的决定，不是那个manager自己的决定。

HOA有权推翻以前的决定，前提是依据它现有的bylaw和规定。如果规定说房子外观变动
要DRB审批，那问题就是当年那个mgr的决定算不算DRB的决定。总之，这个情况你是可
以要求居民公投决定，能不能过就看你的决心和能量了

要对现在的hoa提两个问题:
1）既然他们说以前的manager越权做的决定无效，那么他们怎么样证明现在他们这个
manager做的决定是有效的?对房主来说,两者没有任何区别.
2）如果hoa可以改变以前的决定,那么他们是否会随意改变以后的决定？同一件事,今天
说要这么做,明天说要那么做,后天说还要改个方法.你今天定了货,明天hoa说我改主意
了,这个货不能用,那么损失谁来赔?他们当房主是耍猴呢?

Do you still have the old shutters? They asked you to replace them back to
its original location and in its original condition. Then put old ones back
without any new painting.
