I just guess:
How were the nominees selected?
We asked our customers and employees to nominate their favorite charities
for the program from June 12-July 9. Then we reached out to all of the
eligible nominees, and invited them to be part of the program. All of the
eligible nominees moved on to the voting round, and charities accepting
their nominations by August 30th got a special bonus—they shared equally in
an additional $2.5 million in grants!
There are several reasons:
(1) During June 12-July 9, OCEF was not nominated by chase customers and
employees. (1.5) OCEF was not determined eligible. (2) OCEF has not accepted nomination yet

As far as I know, to be eligible to participate, the nonprofit cannot have
received any grant from Chase previously.

I asked the person who received the communication today, and according to
the official rule:

"not have been awarded any grants through a previous Chase Community Giving
program; "
As such OCEF is not eligible for this grant at this time. But thank you for
picking it up and we need people like you to help us grow.
