the sender can charge back through PayPal if:
1) your account is a premier/business account;
2) you have 50+ eBay feedback and >=98%;
3) the payment is for an eBay auction and for tangible goods.
The sender can also dispute through CC company. There are no
restrictions for sender to do this.
PayPal will try to dispute with the CC company, if it wins,
you pay a $10 fee; if loses, you lost your money and you still
pay a $10 fee.
The valid time length is 1 year.
You will be covered by a $500 protec
