我收过回复得很快，说 we'll be in touch soon.
然后隔两天就把我拒了，的确是 be in touch soon

If "Good Luck" is from HR, meaning that they are waiting for the feedback of
the tech people who interviewed you, so they don't know the result yet.
If "Good Luck" is from one of the Tech person who interviewed you, I guess
he alone can't decide whether you are hired or not, so he's not sure either.
Generally, "Good Luck" doesn't mean anything yet.
If something like "Good luck on your future endeavor", that would be quite
clear.

hehe, thanks for all the replies. It was a short general good luck from two
Tech interviewers. I'm usually not so paranoid about indication of each word
... Just that I felt the interview went quite well, and a little upset that
the interviewers didn't think so...:)
