Update on Schwab.
Since I had previously been told by Schwab my last account at CITI wouild
earn points (but they had not appearred) I called to inquire today.
An apparently knowledgable representative said she had handeld several such
inquiries. apparently at some point fraud had gotten involved on the
numerous such charges
and she said had gotten in trouble for how they were sending these in (
apparently from VISA) and procedures had been changed. She said a signed
receipt from CITI showing something tangible delivered would be required to
get ponts on this, and gave me a fax number to send the document to. It was
clear that future CITI account openings would be treated as cash equivalents.

For schwab, it looks the best result is cash equivalent which incurs no fee nor reward
points
the worst result will be cash advance. So try a high enough initial deposit
and if it is treated as cash adv, it won't go through.
