Yes, you can, I use freedom early Jan to get 3 $400. ( $500 is the limit for
the gas station gift card, but since long time ago, Amex has some kind of
reward limt of $400, so just in case chase has the same thing). and I have
already get all the points.

$400 on a single fill up is the limit set by AmEx Costco card

yes as long as the purchase location is within the 5% category
e.g. buy gas cards at drug store during this quarter
gas cards are regular giftcards, no activation fee
