not sure other places, but here scanning a driver license put a time cap 24
hours, within 24 hours you will not be able to buy more than 2 cards at any
cvs store around here. You still can buy one card though.

好像是有5K per day per person vs per cc的policy，扫ID就是防止同一天流窜于各
个CVS买海量。
Flyertalk上有人汇报为了规避这个政策，把5岁的小孩加成authorized user然后让小
孩去买。
