I disagree with this. I had a paper when I was a postdoc. I told my boss to
exclude a big bull from reviewing our paper, but he did not. This bull
showed her disliking of our work at a conference. Because of that, our paper
was rejected by a very highly ranked journal, although the other reviewer
give us very good reviews. Recently my student's paper ended up in the hands
of a competitor because I forgot to exclude him. And again, this person
gave us a hard time by making a lot of nonsense critiques and refused to
review our revision after a long delay. The editor sent the paper to a third
reviewer in the end. Fortunately our paper eventually got accepted.
Therefore I would always exclude reviewers that can potentially give you
problem to minimize the bad luck.
