If you have two offers, salaries are almost the same.
offer 1: higher rank, poor small town, very hard to find a job for spouse.
you really don't like this place even though the university is nice.
Offer 2: lower rank, big city, more job opportunities for spouse. This place
looks more pleasant to you.
Which one do you choose?

you can rank the difference and weight them
then calculate it yourself
depends on how big the school rank difference is

moving expense.... 一定要moving才可以，包括临时住宿，吃饭什么的

毫不犹豫地选2.higher rank university并不占很大比重.除非是事业成功必不可少的
条件.

看来一致倾向2。顺着楼主的意思再把条件引申一下，看看大家的选择会不会不同。
1.rank difference 40 (top 20 vs top 60)
2.school 1 midwest, midsize city, can find job for spouse but not as many
opportunity as school 2 location

Generally, the moving charge should be paid by ourselves firstly and then
present all the moving related receipts( rental truck,mailing,eating,and
hotel,et al.) to your new employer.
Different employer has different regulations. You should ask for the HR of
your new employer in advance.
And also, employer should have the requirement for the maximum amount of the
expenditure. For example, $5000 in Yale university, $1500 in my institute
