我的employer不提供fsa或fsa，查了一下好像只能自己找银行开hsa帐户，有人弄过吗
？两个问题：
1）co-pay和保险不cover的个人支付部分能用hsa里的钱吗？
2）如果现在才开hsa帐户，但13年很多医疗花销(co-pay, cost not covered by
insurance, etc)都是自己自己掏的腰包(税后的)，这种情况下可以申请refund tax吗
？还是说这个在13年税单里申请？

Are you using high deductable health insurance? If not, you might not be
eligible to open an HSA accoutn.

Yes I think it is, the deductible is greater than $1250 individual.
