From the posts recently, the US visa officers begin to ask for it. It need to
be approved by MX IMM. So it takes longer. But it will definitely lower your
risk when applying for US visa in MX. It costs 136$ and two photos.
MX NY consulate website says if you go to MX for US visa, you need to get FM3.
