if F1, always pay out-of-state tuition. (unless waived by your university through certian agreement, such as tuition waive scholarship or assistantship)
if F2, and your F1 spouse works 20+ hours /week for the school, ask your
school. Because some universities let full-time employee's dependent waive
all (or most) tuition and part-time employee's dependent pay discounted
tuition.
