Random Audit本身就不太合理，真正应该被Audit的，是那些批量作假的阿三公司，但
是很多中国申请者也受拖累, PERM本身没有问题, 却被Random Audit。
所以不管PERM批了没批的，都请帮忙sign一下，帮助中国人。
