usually your papers are based on projects funded by xxx agency. And your
boss needs to submit annual reports these government agencies, such as NSF,
DOD, DARPAR, etc.
Your can probably say that "your original work was cited (or used) by the
annual report of xxx agency" -- (just another way to look at it. I did same
thing in my letter)
