Why it is difficult for any of the languages you listed here to read ASCII
file? In fact, Perl and Python are very good at reading ASCII files.

Why do you want to write ascii file as binary file? If it's for space
savings, easiest way is to just compress it using a standard compression
format that you have libraries for in all 3 languages.
