JOB TITLE: Program Advisor/Director Assistant
PROGRAM TITLE: The Diabetes Community Management Program, International
Diabetes Federation(IDF)
Location : Program Office, Beijing, China
Application Deadline : Jun 30, 2014

Duration of Initial Contract : One Year
Background
The Community Management Program, lead by its Academic Steering Committee (
ASC) with members of expertise worldwide, was initiated by IDF and Da’An
Health Group, Sun Yet-Sen University. The main goal of this program is to
build a standardized framework for diabetes care supported by appropriate
diagnostic and information technology tools and to improve the quality of
the management of Diabetes Mellitus at community level in resource
constrained society. The program currently involves in 4 countries,
including China, Bangladesh, Brazil and Tanzania.
ASC sets the standards, assures the quality of program design, and provides
guidance to country level program work of the program, as well as supports
the coordination role of the Program Main Office (PMO) in Beijing at
regional and country level. It supports the effective use of resource and
management across the partner countries and organizations. It also manages a
global Diabetes Care Trust Funds and provides technical capacity to
countries on request.
Duties and Responsibilities
Under the overall leadership and direction of the Director of ASC, and the
day-to-day supervision of the Deputy Director, the Program Advisor/Assistant
supports the program in all aspects, including:
1) Support to ASC with timely analysis on overall portfolio
implementation of the program in different regions, highlighting critical
development trends and their possible impact on programming.
2) Support the ASC Director’s overall oversight function to ensure high
quality program implementation in each region.
3) Active engagement in following up on partnerships and resource
mobilization on behalf of the program.
4) Proactively provides substantive advice to the partners on strategic
program planning and development.
5) Provide the ASC Director with advice on programming direction and
options for regions based on a broad and deep knowledge and understanding of
global, regional and national social development trends, priorities,
challenges and emerging issues.
6) Review program proposals/recommendations from partners as required.
7) Provide proactive impactful substantive and operational support during
all stages of the program, formulation and implementation processes related
to the region.
8) Lead and/or participate in program/policy discussion to provide advice
and substantive input on program issues.
9) Contribute significantly to the Program strategic discussion in
establishing work plans and priorities. Develop individual work plan,
ensuring harmonization and linkages of priorities and approaches with the
program work plan.
10) Promote the timely submission of documents and materials by actively
facilitating communication between ASC office and the partners, and work to
ensure that they are in accordance with the program strategies, policies and
guidelines.
11) Ensure appropriateness of format and content of documents submitted
to the ASC by facilitating liaison between partners and ASC.
12) Prepare high quality briefing materials for the Program Executive
Director including for missions and participation in meetings and
international events based on reports and materials submitted from regional
and country offices.
13) Review briefing materials submitted from regional and country offices
for the use of the ASC and ensure quality.
14) Develop and maintain an up-to-date overview of regional and country
program status, and of program management issues, and under the general
guidance and/or request of the Director of ASC ensure timely intervention
and action, when and where necessary, in liaison with the Regional Director.
15) Proactively collaborate with partners to identity and share best
program and management practices.
16) Oversee and ensure the collecting and sharing of lessons to build
knowledge and capacity of partners.
17) Actively participate in the development and maintenance of global and
regional program networks and practices.
18) Promote adherence of the program to international organizations that
commitment on diabetes care.
19) Act as liaison for PMO and represents and reflects the program’s
perspectives and concerns in interagency and intergovernmental fora and
discussions at PMO level, as well as in DaAn’s internal processes.

Required Skills and Experience
Education:
• Advanced university degree in health related disciplines,
economics, public policy, or other social science fields. Qualifications in
health studies or related field desirable.
Experience:
• experience that combines intellectual, strategic and managerial
leadership of development programs at the international level.
Language:
• Written and oral proficiency in English and Chinese is required.
• Knowledge of the health management policies is highly desirable
