My mom applied for three times and got the B-2 visa
finally on yesterday. I would suggest your parents
prepare a 申诉letter in English to the visa officer,
that's what my mom did in the last time.
New oriental school has a 申诉信范本. I'm going
to post mine on UnitedFamily board.

I applied and was turned down the B-2 Visa in May 2000. The
reason given to me was 214.b of the visa law. My understanding
is that I have not given sufficient and necessary financial proof.
