业界翘首以盼的光伏上网电价法可能被无限期推迟。
近日，一位接近国家能源局知情人士向记者透露，从2009年下半年一直吹风的光伏
上网电价法，在2010年仍难出台。而究竟什么时候出，以怎样的形式出，“要看国内市
场是否成熟，还有光伏发电成本的降低程度而定。”
据上述人士说，目前能源局考虑的还是一事一议的招标，这样比较容易控制行业良
性发展。在未来几年，数个大于敦煌10兆瓦的光伏项目将陆续公开招标，单个电站规模
将至少达到30兆瓦或50兆瓦。
一位大型光伏企业负责人说，已经听到上网电价法无法出台的风声。他直言，上网
电价法推迟将给刚刚开启的中国光伏市场带来阴影，“一事一议的政策直接拖了整个产
业的后腿，大家现在都抱着观望的心态。”
早出台还是晚出台？
光伏上网电价曾让企业充满期望。
自从2009年7月国内首个并网示范工程敦煌10兆瓦项目落定以来，有关上网电价法
出台的消息就未停息，众多消息均指向2009年年底出台。在业界看来，由于全球金融危
机带来的国外行业低谷，国内光伏上网电价法的出台将快速启动国内光伏市场。
然而，一年的等待之后，如今似乎可以明确的是，国内的光伏上网电价短期

如果没有政策补贴，光伏上电网是赔钱的买卖。need to improve conversion
efficiency further, a long way to go....

It doesnt' look very hard to improve the conversion efficiency. I once
talked to a PhD in physics, he said the more difficult part is the policy.
Based on the info. from various channel, I think the most difficult is the
grid system. If the government can set up a smart grid system to connect all
parts of the alternative energy together as described, the alternative
energy will really take off.

Unbelievable comments. I am suprised to see this from u.
Last year, Bill gates and warrent said that we don't know which alternative
energy will stand outeventually. So VC will put money on all the areas so
does the government. Every new tech need to get support in the beginning
including solar.
All the alter. energy have problems, nuclear have the worst prospect.( I
know, I know, many people will oppose it. But think it this way, do u want
