失败的主要原因是左派民主党要求更激进的法案内容。看来最后
通过的法案会有不少populist的成分。Volcker Rule 今晚
或明天就会投票，通过应该是板上钉钉的事。整个金融法案最
终通过也不会有任何悬念。

那是对单个provision的投票，会有很多的
白宫很支持volcker rule, 议员也大多数支持
