1. 目前美国法律对BP此次Spill没有明文规定的处罚，所以要处罚也是修改法律，针对

先搞清楚美国到底是什么法律体系？美国是海洋法系，
不是大陆法系，不需要那些条条框框。
搞个法庭，弄点陪审团，直接就判了！
