请大虾们给个破解思路吧：
一个连队有20个班。每个班有10个人。所有人员随机的来自31个省（同班的人来自不同
的省份）。
1 现在要求全连队排成一字队列。整班可以调换位置。班内可以调换位置。
求排队算法：最大化 “同省老乡间隔的最小值”。
2 如果队列改成环形队列。整班可以调换位置。班内可以调换位置。
求排队算法：最大化 “同省老乡人数间隔的最小值”。
