公司律师帮我claim了老三样，和很多人一样，承认review和authorship，但是Final
Merits Determination没过。这个Final Merits Determination就是指international
contribution 吗？
没有媒体报道，推荐信8封，一半工业界一半学术界，没有特别牛的。
应该可以提供成果应用的证据，这方面可以弥补引用低的不足吗？引用不足真是硬伤啊。

我的case比较弱，七月份提交，今天从律师那儿收到了NOID的信。不知道该怎么办。

review：90次
文章：11篇，另有一篇已投稿。其中7篇英文，5篇中文的。
一个中国专利，一个公司的英文专利pending。
专业：EE设计专业。现工作。
一个国际会议的technical program committee。
这个方向文章不好发，而且自己引用也低。IO给的notice也说我引用低。
也希望大家帮帮我看看应该如何应对这个IO的NOID。 非常感谢。

律师帮我总结NOID的letter：
“In the NOID, the Service found that you did meet two of the six criteria -
satisfying the initial regulatory requirements. However, in its "Final
Merits Determination", the Service found that you did not meet the
overarching standard - a researcher of international renown. Specifically,
the Service discredited your original contributions to the field, stated
that your technologies had not been implemented yet (but will be implemented
- XXX letter and XXX letter), and that your citation record was
low and not indicative of an internationally renowned researcher. The
Service states accomplishments like your review work and publications "
reflect the activities of a productive scholar" but do not meet the EB-1(2)
criteria. ”
