All CEOs incomes are depending on the stock price. So they always try to
control the cost, no salary raise for employee, providing as less other
compensation as possible for hardworking employees, no long term plan with
the pressure to meet the expectation.
Since Sergey is rich enough, he does not relay on selling google stock to
make himself richer. Also google does not need to raise money from the
street. Why need to please the Black street? Why not give his employee
better compensation?
