能不能参加是次要的。
是不是 Primary Dealer 也相对是属于次要的。
中国会不会参加购买，并且准备买多少，才是最关键的。
因为 Primary Dealer 可以根据情报预先沽空或买进,获暴利。
日本之所以做 Dealer，就是避免泄露情报，让墙街不劳而获暴利。
日本几十年前就已在西方各大金融市场买下多个席位，为了保密防谍。
日本在金融市场的技术，人才，策略，均落后西方，但领先中国30多年。
