我看costco网站上是把这两个都列在FSA里面了呀。
但是最近提交的reimbursement request被拒了，说是要提供处方或者什么letter
这种情况怎么处理啊？

costco列出只是参考，你需要查你的FSA的term，没有就不行。

Section 9003 of the Affordable Care Act established a new uniform standard
for medical expenses. Effective Jan. 1, 2011, distributions from health FSAs
and HRAs will be allowed to reimburse the cost of over-the-counter
medicines or drugs only if they are purchased with a prescription. This new
rule does not apply to reimbursements for the cost of insulin, which will
continue to be permitted, even if purchased without a prescription.

可能因为是从几年前开始，OTC也需要医生开处方了。
不知道你现在让医生开个处方行不行
