Self-build Desktop:
Does power on, hard drive running, video card running, no "beep" from
motherboard, can't load OS, even a computer technicial can't get into BIOS.
Does that mean the motherboard is not working? or CPU?

there should be a green light on motherboard, if the light does not turn on,
it probably lost the power supply. you could check the power wire of
motherboard, or test it with a different power supply.

the green light is on
actually video card fan (withdraw the power from motherboard) is running.
