WASHINGTON--President Barack Obama will call for a continued but limited
government role to backstop the U.S. mortgage market, as part of a strategy
to ultimately replace Fannie Mae (FNMA) and Freddie Mac (FMCC) with a bigger
private-sector presence, according to White House advisers.
In a speech Tuesday, Mr. Obama will begin making the case that a limited
government guarantee is needed to preserve access to the long-term, fixed-
rate loans that have become a staple of the U.S. housing market. But he also
will call for ending the business model of Fannie and Freddie, which took
on risks that benefited private shareholders during good times and saddled
taxpayers with losses when the housing market crashed in 2008.
Fannie and Freddie, which received a$188 billion taxpayer bailout to help
weather losses, should be replaced with a system in which "private capital
must be wiped out before the government pays on any form of catastrophic
guarantee," said a senior administration official. Any government role
should be " transparent and explicit," the official said.
The administration hasn't yet detailed exactly how that would work. A
bipartisan Senate bill introduced in June by Sens. Bob Corker (R., Tenn.)
andMark Warner (D., Va.) would create a new federal guarantor to back
mortgages and charge lenders for guarantees, much the way the Federal
Deposit Insurance Corp. guarantees bank deposits to prevent bank runs. That
bill has won backing so far from five Republicans and five Democrats in
theSenate.
The White House proposal is likely to meet opposition from House Republicans
, who have advanced a bill through the Financial Services Committee that
would significantly restrict the government's role in the housing market,
ceding the positions previously played by Fannie and Freddie to private
lenders over the next five years.
Republicans have said they hope to bring the bill up for a full vote next
month, though the real-estate industry is expected to make a full-court
press against the measure and attempt to peel away centrist Republicans.
Democrats have lined up in opposition to the measure.
The White House released a "white paper" 2 1/2 years ago that set out three
options for how to replace Fannie and Freddie, but it never endorsed a
particular plan. White House officials concluded that releasing any proposal
in a highly polarized atmosphere without a stronger political consensus
would only give critics a target to shoot down.
The bipartisan Senate discussions appear to have created an environment in
which the president's advisers believe Mr. Obama could help shape what
promises to be a prolonged and messy fight over how to remake the nation's$
10 trillion mortgage market. Fannie and Freddie have backed at least one-
third of all U.S. mortgages over the past two decades; since the crisis,
they have guaranteed nearly two-thirds of all home loans.
Policy makers have shied away from tampering with Fannie and Freddie amid a
depressed housing market but could find it easier to contemplate a more
dramatic overhaul as the market gains altitude. Home values nationally rose
by 5.8% from one year ago in June, according to Zillow Inc., the best gain
in seven years.
In the past, the White House has talked of winding down Fannie and Freddie,
but in a shift, a set of administration principles released Monday suggested
that while the business model of Fannie and Freddie would indeed end, parts
of the companies themselves could be part of a "responsible transition"
toward some to-be-determined end state.
Though Fannie and Freddie remain unpopular for their roles in the housing
crisis, they still provide benefits that many lawmakers may find hard to
give up or diminish. The firms don't make mortgages but instead buy and
guarantee loans that are packaged into securities. That middleman function
attracts an array of investors, which fund mortgages, particularly 30-year,
fixed-rate loans that banks don't like to hold on their books.
Such loans have become a bedrock of the U.S. mortgage market but aren't
widely available in other countries. Bond investors say eliminating federal
support could degrade the deep, liquid credit markets that attract those
investors and that have functioned only due to a perceived government
guarantee.
The president "is simply putting a marker down--a very important one--that
says there's a need for a government backstop for the secondary mortgage
market, one whose magnitude is still to be determined," said Jared Bernstein
, an economist who left the White House inApril 2011.
Mr. Obama is expected to outline other steps that can begin shrinking the
federal government's outsized role in the mortgage market, including
allowing loan limits in high-cost housing markets to gradually decline.
Advisers said the president would also reiterate calls for long-stalled
legislation that would help homeowners refinance even if they owe more than
their homes are worth.
The president is also expected to raise concerns about steps lenders have
taken to restrict credit in a bid to avoid regulatory costs or disputes in
which they're forced by Fannie, Freddie, or federal agencies to take back
defaulted loans.
Tuesday's speech takes Mr. Obama back to Phoenix, where he first unveiled an
ambitious housing-aid plan in 2009 and which has seen one of the nation's
strongest housing rebounds over the past 18 months.
Rising home prices have also turned around the fortunes of Fannie and
Freddie, which are well on their way to returning more to the government
than they borrowed. The companies have sent $132 billion in dividends to the
Treasury, though they technically aren't allowed to redeem the $188 billion
in shares held by the Treasury.
The Treasury Department is facing a series of lawsuits from shareholders
alleging the government improperly altered the terms of its support last
year.

我有个给球打气的,不合适用啊,那时候没办法啊,他爸吹不起来,只好我上了,吹了
一会就吹起来了啊。要说肺活量,我的倒是从小很大啊,每次体检,我都不好意思,使
一半的力气都比别人的肺活量大啊,那时候觉得姑娘家家肺活量大多丢人啊。。。没想
到现在派上用场了,哈哈
这个打气的工具叫什么名字呢?我去BRU买去

有一点很奇怪,好像从没亲口听obama提过解散两房的事,永远是从“someone

就叫pump
给球充气的不可以用吗?我以为都是标准头。我用的就是以前yoga ball自带的一个塑
料pump,可以脚踩的,比手动好一些。如果以后还打算买大的充气玩具的,就买个电动
的吧,伤不起啊

觉得大家还没有明白两房的玩法,呵呵。。斗胆说两句,大牛们轻拍。。
两房的common stock的价值是零,无论ER多少,都改变不了这个事实。2012年的每股收
益是$16.04,如果ER有用,这个股早100多去了,翻开ticker list那个股能股价是收益
的1/10的,为什么?因为这些收益对common stock来说,是空气,common stock的价值
决定是有政府说了算了,说是零就是零,说100就100。
两房就是个消息股,靠消息,跟小penny的操作法一样,FA/TA都不管用。

其实大家都知道有什么把戏,问题就是这个浪你冲不冲的问题。两房不可能就这么私有

我昨天凌晨看过一个news说的是Obama刚刚讲过有关两房的prepared speech。
所以前面有人说两房要爆我问了个问题,如果政府接管股票会怎样,没有人关心罢了。
不过玩两房最好是day trade,每个明天都不好说。
