No, he did try to time it, or at least he sounded that way.
If he were just buying every day, without exception, then
his statement was misleading, and his comment would be
rather meaningless or superfluous, because he would have
bought daily, at the top and also bottom of all short-term
price swings.
Any waiting to buy at price dips is a form of timing, and
to do so at small, short-term price dips, is clearly short-
term timing, no matter how one looks at that.
