It's not a limitation. Just search the reason that a stock/ETF is blocked,
which sometimes means extremely large volumes are been traded in short
period of time. I don't think it's a protection measure from ME though,
possibly due to software constraints?

For ME, the real reason is that ME does not carry those stocks/ETFs. I
called and verified that. It's not that ME wants to protect you.
