公司会出高价买回来吗？如果用户不卖呢？

Going private is a decision that will need approval by a majority of
shareholders. Once it is official it is legal.

the "legal" means that company can purchase the shares back from individual
without their agreement?
If so, what will be the price that company paid? For example, if one share
is 100 at the time, the initial price is 130.

Legal means it is binding as it is approved by the majority of shareholders.
Your broker will automatically calculate the amount of cash you get when
the firm is taken private based on the approved price.
