When you view the final PS file produced by dvips, is the EPS picture there? If it looks okay, it should be okay. You can always look inside the final PS file with a text editor and see whether EPS file is in there. Here's a wild guess: the EPS file may have contained a preview bitmap, which can be huge. Maybe dvips threw away the preview but kept the actual printing code for the figure when it included the EPS file.
