Section 3161 of the National Defense Authorization Act of FY 1993 provides
that to the extent practicable involuntarily terminated employees at defense
nuclear facilities will be given preferential hiring consideration in
filling available job openings in the work of DOE and its contractors and
subcontractors. The preference extends to terminated employees who are
qualified to perform the job at the time the work is to begin and was an
employee or contractor or subcontractor of DOE as of September 27, 1991.
