Unix or Windows?
1. Unix, check /etc/inetd.conf, make sure ftp and telnet lines are not
commented out. If Linux, check /etc/xinetd.d
2. Windows,
ftp is part of the IIS, check your IIS settings. You can verify it by control
panel -> add/remove programs -> add/remove windows components -> double click
on Internet Information Services (IIS), make sure it's installed; then check
your IIS configuration to activate it.
telnet, you need to install the telnet service. You can do that thru control
panel

it's linux 7.3,i have checked xinetd.d,telnet and
wu-ftpd is not commented.so how can i do next?

Well, telnet and wu-ftpd should be two files under /etc/xinetd.d directory.
cat both files, and make sure the last line in the file is:
disable = no
if it's yes, change it to no. then restart xinetd by:
/etc/init.d/xinetd restart
control

check
