question about Norton Ghost# Unix - 噫吁兮，危乎高哉

I used Norton Ghost to clone a HDD (20G) to be a gho file, its size is almost
10GB. However, with the identical file system, I clone a HDD (15GB) to be a
gho file, its size is 400M.
The one more difference between these two HDD is, the HDD with 15 GB is
regular (MPF3153AT), the HDD with 20 GB is much smaller one (IC25N020ATCS04).
Anybody knows why?
