I have a HP-UNIX node here with FTP function. I try to prompt user to follow
some rules when ftp something from/to the node. What is the place to
configure FTP prompt like /etc/motd for the prompt of telnet login?

depends which FTP server u use
proftpd is /etc/proftpd.conf
