请问谁办过O1， 那个written advisory opinion 是什么意思？ 怎么弄吗？必须要吗
？USCIS 是这么说的：
A written advisory opinion from a peer group (including labor organizations)
or a person designated by the group with expertise in the beneficiary’s
area of ability.
If the petitioner can demonstrate that an appropriate peer group, including
a labor organization, does not exist the decision will be based on the
evidence of record.
这个要怎么证明不需要？
