There is a platform with embeded c++ compiler, it implements all the
function except static function, design a Singleton without using static
member variable or static function.
有什么好方法？

父亲上月退休（公务员，退休前是镇政府农业办的副主任），想申请B2让他们过来玩。
填160的时候发现下面这个问题必须回答Yes:
Have you ever been directly involved in the establishment or enforcement of
population controls forcing a woman to undergo an abortion against her free
choice or a man or a woman to undergo sterilization against his or her free
will? Error
因为他以前曾是镇计生办的主任。想请教一下，是不是回答YES后基本就意味着拒签了
啊？不敢填NO，签证官肯定很容易能查到他的工作经验，被发现肯定是永久拒签了。不
知道有谁有类似经验的吗？谢谢！

退休时间久了也不一定拒签，相关法律说拒签unless the Secretary has substantial
grounds for believing that the foreign national has discontinued his or her
involvement with, and support for, such policies.
