yes, proper punishment needs to be done. but I don't agree that he should go
to jail because of it since he's a minor.

the Egyptian law apply to Chinese travelers? if so, what will happen since
he's already back in China.

Yes, the Egyptian law will apply to any foreigner while in Egypt. Since he'
s already back to China the Egyptian government can still pursue legal
action and ask the Chinese government for extradition. The Chinese
government can however transfer any foreign punishment to local authorities
and punish him according to similar Chinese laws.
In this case, the Chinese government can do two things. 1. Extradite him,
which is unlikely. Or 2. the Chinese government can pursue punishment to
him according to the Chinese law against heritage vandalism.
