前不久，纽约曼哈顿中国城有26人因涉嫌为中国移民非法办理政治避难被警方抓捕
，其中21人就职于律师事务所，4人在纽约皇后区政治庇护办公室担任翻译，一时引起
很大反响。 其实此类案件并非个案，也远未终结。近年来，入境美国后非法滞
留的中国大陆人员人数不断上升，这些非法移民背景复杂，不仅有教育程度不高的农民
、工人，也有受过高等教育的中小企业主、科研人员、教师、医生等。他们大多数人英
语程度较低，所掌握的技能无法适应美国社会需要，只得游离于主流社会之外，靠赚华
人的钱维持生计，生活艰难。为了获取在美国居留的合法身份，不少移民纷纷打起“政
治庇护”的主意。 作为一名从事移民事务的美国志愿者，也接触过不少中国
非法移民案件，其中申请政治庇护的案件中大多数是虚假的。特别是近年来，一些中国
非法移民在美国当地法轮功学员和移民服务中心指使下，伪造自己在中国大陆修炼法轮
功被迫害的材料，向移民部门申请政治庇护，此类案例在申请政治庇护案件中比例很大
。在我所了解的案件中，真正出于纯政治原因申请政治庇护的非法移民的比例仅占1%-2
%。我曾工作过的两家移民服务中心，近年来先后为800余名来自中国大陆的非法移民办
理政治庇护，这些人基本都是伪造自己在中国大陆习练法轮功受到迫害。一些移民服务
中心在收取高额律师费后，协助部分中国非法移民编造谎言、伪造证据，将其伪装成为
所谓的“受迫害者”等。更有甚者，美国法轮功人员染指其中，借机敛财。
由此可见，所谓的政治庇护已被严重滥用。少数中国非法移民在申请政治避难的同时，
由于生活艰难，只得铤而走险，从事违法犯罪活动，给美国的社会安全造成了严重后果
。 根据现有管理体制，非法移民问题由美国联邦国土安全部下属的海关与移
民执法局统一处理，不属于地方政府和执法机构的管辖范围，由于各州司法承载能力有
限，地方执法当局不得不对非法移民睁一只眼闭一只眼。但“9.11”恐怖袭击阴影还未
散去，波士顿爆炸案又再次惊醒我们，少数非法移民成为威胁美国国土安全的重大隐患
，美国对待非法移民的政策已经到了需要调整的时候了！作为一名美国公民，我呼吁政
府能够及时采取措施，制止非法办理政治庇护，实现移民现象。呼吁民众能够主动进行
抵制，举报可疑线索。
The lies behind political asylum
Recently, in Manhattan China Town 26 persons have been arrested because they
try to get the political asylum for the Chinese immigrant illegally.21 of
them working for the law office, 4 of them were the interpreter of the local
political asylum office Queens, New York. That case caused great
repercussions during that time. But this case is not Independent, and it
’ll not end. In recent years, the illegal aliens of Chinese mainlander are
rising fast after they entered U.S. All those illegal immigrants have
different backgrounds, there are low educational level personnel such as
famers, workers, but also with high educational level personnel such as
business owners, researchers, educators, doctors and so on. Most of them can
not use English very well, and their skills not good with the U.S society,
so they are outside the mainstream US society, they are making small money
with Chinese , so their life is hard. Some of them playing the “political
asylum” idea to get the legal status. As a immigration volunteer, I’ve
been participated several “political asylum” cases. Most of cases were
false. Specially in these years, some of the illegal immigrants Instigate by
the “Falun Gong” members , the illegal immigrants faked the document to
proof them self that persecuted by the Chinese government because they are
the “Falun Gong” members ,so try to get the political asylum. The similar
cases get a large proportion of this kind of cases. As I know, the real
political reasons to apply refugee cases only occupy 1%-2% of political
asylum immigration applications . I been working two different immigration
service center, more then 800 Chinese mainlanders illegal immigrants apply
for political asylum . Most of them claim they been persecuted by the
Chinese government because they are the “Falun Gong” members. Some of the
immigration agencies after they charged a large amount of service fee, they
’ll help the illegal immigrants fabricate lies, Falsifying evidence, make
them looks like a real persecuted person. Even more, some of the“Falun Gong
” members involved, took the opportunity to collect money. This shows
political asylum has been abused too much . few Chinese illegal immigrants
after they get their “political asylum”, they still living in a hard life,
so they can only to take the risk to break the law, put the entire society
in dangers. According to the existing management system, the illegal
immigrants handled by Department of Homeland Security Immigration
Enforcement, U.S. not in the local law enforcement Jurisdiction, and also
because the States have the limited enforcement capacity , most authorities
just passable about the illegal immigrants problem. But after “9.11”
terrorist attacks shadows has not yet dispersed, the Boston bombings
awakened us again, few of the illegal immigrants became a major threat of U
.S , it’s time to adjust the policy of the illegal immigrants. As a U.S
citizen, I appeal the U.S government take timely measures, stop the illegal
political asylum chaos. Hope the people can report the suspicious clues.
