没那么离谱。我看过一个电视节目，就是说用ICF来建房子可以防飓风，他说建筑成本
才高30%， 但维护工作比木头房子少很多，在LONG RUN成本是持平的。
在一般的楼盘里，建筑成本能占多少，假设50%，那么总价格才115%。
我想问题在于没有人愿意多花15%的房价去买一个抗台风的房子，大家还是不重视这个

我对这个不是很清楚，不过水泥很贵，仅仅是因为地基的水泥，一层楼的房子会比两层
的per square feet单价高很多，如果都用了钢筋水泥，价格就更高了，买房子多付的
这些钱又未必能折现在resale价格上，相反，也许需要卖的时候很难卖出去。

Actually it's the welfare system. It seems unrelated, but actually the
welfare system dramatically changes people's behavior and decision making
process.
Because of welfare system, people get a sense of security of the future. No
matter what I do, I won't be too worse off in the future. so the risk of the
future is greatlt reduced by the government.
Then all the decision making will focus on the happiness of the today,
instead of 10 years later. It really makes a lot sense. I will be happy for
now. 10 years later, if I am lucky, I will be happy forever, if I am not, I
will have a normal life, won't be too bad.
For Chinese, it's a different issue: There's no welfare,no sense of security
of the future. All of our behaviors, our decisions are preparing for the
unknown future. A Tornado blow away of our house, may present a terrible
life style for me 10 years later. While I am young and can make a lot money
now, I will sacrafice my today's happiness to secure my future, at least
keep my bottomline.
The Americans don't need to keep their bottomline, the welfare system just
did that for them.

It's a different issue. Simply because Chinese does not trust in this type
of Insurance. In China, insurance seldom helped. Especially we never had one
