If u have not do anything to that files, one way is try to
find a network neighborhood who use chinese system to change
the name for you. If it does not work, try to work in DOS
prompt. The last way is to use PCTools to edit fat table
directly.
BTW, richwin 2000 seems work with those chinese file name
when richwin97 does not.

As I know, the chinese file name(directory name) under
pwin9x is different from the chinese file name(directory
name) (created using njstar... or download)under ewin9x.
These two are not compatible. If you write a CD-R under
Pwin9x, you will not be able to read it from ewin9x and vice
versa. So that is why some people bring cd from china with
chinese file name but can't be read here.

The thing is that I CAN move this files (although I
cannot open this files and can not see the chinese
name of those files)in English WINNT4.0 or English WIN2000,
but I really dont understand why I cannot move those files
under English WIN98. Although I am using NJStar 2.1 in
all cases...
PS1: Files are all on CD-ROM, so I cannot rename them (i
don't
have CD-RW).
PS2: Before I start NJStar in ENglish WINNT4.0 or English
WIN2000, I cannot move those chinese-named files, but after
I start NJStar,

if that is the case, I strong suggest you installing a Chinese version
windows, Ewin2k is also ok, I think.
In EwinNT, although the chinese names is still "破絘" like thing,
but I think you can already copy down them to harddisk, and change the
names to be English. If the files are small ones, just copy back.
or else you just need to install a chinese version OS.
