this to your question.

I would advice you talk with the professor. Do it in a way to show your
concern is about the group's productivity. Do not direct at the person. Just
say you are concerned that the network is not operating as you expected. Be
specific about problems you ran into.
Basically, you show yourself care about the project or whatever area your
professor is responsible of. Even if your professor has a different opinion
about the person, he cannot ignore the problem in his own area.

If you don't feel confident that you can explain the situation, that that's
fine. But I see the ability to explain such complex situation as a very
important skill for you. You may want to practice a little more. In general,
if you provide more facts and less opinion, it would be obvious by itself.
Show how many times system crashed, who long the servers were not available
and so on. If the professor look at the facts and think that was acceptable,
then that was also ok. You did your job.
