这句话很难理解吗？不就是说气候危机，我们需要有具体的目标，还要有实行日期吗。也就是说到20多少年减少多少吨碳排放，或者有多少非化石燃料车，反正是有个可以衡量的东西，metrics。看不懂的点在哪？

I think most people sort of understand what she is getting at. But you cannot deny this is a jumbled up sentence:
"the climate crisis is real, that it is an urgent matter to which we should apply metrics that include holding ourselves to deadlines around time."
There is no question about holding ourselves to deadlines, other than the unnecessary "around time' part. It's more clear to say that directly without the part about "apply metrics". If you bring up metrics, you should also mention what other metrics are applicable.
This is a long-winded and confusing sentence and normally people expect more from politicians, especially someone who used to be an attorney.
