这些算是创新，不过，中国邮政最大的创新，而且好像从来就没有人提及的地方是：溢
价发行！！！
1. 小全张溢价发行，原来有条文规定，小全张溢价不得超过面值的30%，但是自从95年
的世乒赛之后，小全张的溢价就一发而不可收了！
2. 本票溢价发行：发行小本票的目的以及小本票的定义都是说本票就是为了方便携带
和使用，老本票也是遵循这个原则发售的。但是，现在的本票，性质和定义在国内已经
完全变了，本票溢价发行的真的是有中国特色！
