很快回国探亲，有个国内朋友跟美国这里有点合作，急需一个实验器件，由于邮寄需要
很多paperwork，费时比较长，想让我帮带回去。东西本身很小也不重，但不是厂家出

yes, it is considered as a gift.
If this is the only gift you've ever made, it is not taxable, but still you
need to file the form 709.
I assume you are a citizen, not quite sure whether that applies to
internationals.

when should I file the form 709, right after the transferring or at the end
of the tax year (i.e. with other tax filing)?
Can I say this is not a gift but it's lending that I made to my parents?
Should I pay tax in that case?
I am not a citizen, but I work here with H1b visa, for several years already.
